Adds a surprise launcher

Introduces a local HTML page that acts as a central hub
for launching various tools and documentation within the
AI ecosystem repository.

This allows users to quickly access different components like
the AI System Analyzer, Prompt Optimization Engine, and
Agent Builder Framework. A "Surprise Me" button provides
a random selection for exploring the available resources.
